It's not as if they build them by the seaside in an earthquake zone and Pakistan is not a third world, technologically unsophisticated country like Japan. Safe as houses. Confused

They needed the first one so that they could build a nuclear bomb. Loss of face, again, and vested bureaucratic interest mean that they have to carry on building them. If India has nukes, Pakistan must have them as well. And so it goes on.
