Not sure about this. Got my new car this week which is only 3 cylinders so would expect to burn less fuel so I don't care about taxes .

And I'm not entirely sure about your assumptions. Sure, more efficient vehicles are an improvement but why would three cylinders always be better than four?

Three cylinder engines are cheaper to make. Fewer moving parts. That makes it more cost effective to make efficient, low powered cars. Otherwise the extra cost of production exceeds the realistic savings in fuel costs that the first owner of the car will obtain. Many new cars are sold at 3 years old. Few owners will budget more than this ahead.
