Seems to be relatively minor, I suspect an accident rather than any form of attack.

Edit to add, now believed to be a terrorist attack, subsequent posts give more details.

Latest reports state this is being regarded as a terrorist attack.
Perhaps a bomb that was only partially successful ? It may be noted that many home made or improvised explosives may burn fiercely rather than explode if the manufacture or application was imperfect.

Photo on guardian website shows what looks like a failed bomb in a plastic shopping bag.

Cylinder (paint tin ? ) with lid part torn back and lots of black charring.

I bet it was those radical Buddhists again. Or the Quakers.

There are some very evil Buddhists in the world, in Burma, Sri Lanka, Thailand, and probably other places.

My heart aches for those burned and injured by this attack.
I have to wonder how much worse this could have been if the perpetrators had had access to a proving ground and the patience to perfect their bomb design before deploying it in an attack. Just like inner city gang bangers having extremely poor marksmanship because they are still on the clip of bullets that came with the pistol, a bomb you have never built before ,and set off to see how it works or not ,is a pretty iffy thing. You have to wonder where they got the instructions for the build and if it was on the internet did the powers that be had a chance to throw a monkey wrench into the instructions to minimize the damage.
