According to the Grauniad anyway.

Not sure what they are getting ready for but Russia and Peak oil are pretty good candidates. The brochure is helpfully available in English .

Preparation is a good thing and an outage of electricity whether caused by a Russian computer virus or a oil shock is probably very similar. I do seem to remember that Sweden gets most of its electricity from nuclear and hydro so probably isn't really that vulnerable to an oil shortage.

Interesting, I was about to post regarding this, it was on the BBC website as well as the newspaper linked to.

It is IMHO sensible for governments to advise their citizens to prepare for emergencies.
It is now about 70 years since the last major war in Europe.
It is now over 40 years since the last major and widespread peace time disruption which was arguably the 1970s Arab oil embargo.
The last widespread and prolonged severe weather event in Europe was arguably the winter of 1963.

People have therefore got out of the habit of preparing for the unknown, and the odd reminder is prudent.
