We didn't at the time have a clue what the Japanese 'leaders' were doing, other than not a lot of leading, but plenty of folk considered the possibility and implications of Tokyo evacuation. What saved the day was the almost constant westerly wind. There were only a very brief spell when the wind blew from Fukushima towards Tokyo and it didn't rain that day. I posted quite a few weather maps at the time on this forum. They were very lucky.

Weren't there plans to evacuate Eastern Japan at one point?

Imagine the UK having to abandon London or Eastern Britain! Relocating 20m people would require a lot of requisitioned spare rooms. Not to mention the food, water and general logistical problems.

It really isn't surprising that they considered eacuation and didn't tell people they were considering it.

It's not shocking, it would be shocking if they hadn't considered it at all.
