In a push to open up debate on responsibility and accountability for Greenhouse Gas Emissions, I have posted here, hoping to get comment :-

Apportioning blame is fundamental to the implementation of any form of Carbon Rationing, Carbon Trading or Carbon Taxation.

There are the obvious things like Transport (traffic, congestion, food miles) and Biofuel plantations replacing Rainforest. These are direct emissions (or direct sink destruction).

But how to account for aviation emissions, and the global trade in goods ?

How can we set up a valid TEQs register of Carbon "credits" if we cannot account for everything in a common framework ?

And how can we measure Carbon Neutrality ? How do we know when we've reached Zero Carbon ?
