The UK Government have rudely dropped the ball on the Personal Carbon Allowance trial proposal.

They said it would cost a lot of money, and could embarrass them. They said the time wasn't right for this "interesting" idea, that had so much "potential".

It could be that the main problem was not price, but systems : the security systems needed for such a vast project as an ID project in the UK.

Possibly this was because the original big picture involved putting a massive computerised ID card scheme in place for the first time, such as these items point to :-

And anyway, it seems that the technology is veering towards straight integrated EFTPOS : electronic funds transfer at point of sale, although that could be used for hydrocarbon purchases as well :-

Anyway, TEQs can be operated without a massive, complex, pricey national ID identity card system.

Identity can be established in the place where you live : by means of the electoral registers of your town democratic services, or by the use of your National Insurance number or National Health Service number (your hospital number).
