When all's said and done, the proposed TEQs system could take a while to get officially adopted and rolled out. After all, it is a grand scheme.

We could just stop waiting for the British Government to do anything soon about formalising the Carbon Registry we need to implement the national Carbon Budget under the Contraction and Convergence Framework, and simply get on with it ourselves :-

We believe that the impacts of climate change demand a serious programme of greenhouse gas emissions reduction, and we urge governments to adopt a universal and equitable framework to achieve this.

In CRAGs, we are implementing this approach at a community level. We form local groups to support and encourage one another in reducing our carbon footprints towards a sustainable and equitable level. We measure our progress against our carbon allowances. We share knowledge and skills in lower carbon living, raise awareness, and promote practical action in the wider community.

Join or start a Carbon Rationing Action Group TODAY !

This network could easily be used as the bedrock for a national TEQs scheme.

It's a cheap innovation. Do-It-Yourself-Or-With-Your-Mates Carbon Quotas. Nobody needs to ID you if you already know each other.

Yes, I think CRAGs are brilliant. Having chatted with a number of the groups they understand that it will never solve the problem on its own, but it's a brilliant way to engage with your community, do something useful at the personal level and raise awareness of the issues and potential solutions.
